There are two PoV's.
This convo isn't saying Ian can be nominated after using his own PoV, if anything it is saying the exact opposite. If Ian can be nominated after using his own PoV (on someone else) then there is no reason at all for Ian to do it/Frank to be worried. Just tell Ian, "use your veto and I will put you up" and its done, case closed.
What its actually saying is because there are 2 PoV's Ian is not immune from being the first replacement nominee (ie make him use his veto on himself rather than anyone else).
My take on it using logic at least. Obviously there is always the chance that production haven't told the houseguests how this will work either so the rules of Ian's PoV will be made up to best suit who Grodner wants to save.
