He doesn't
know what Britney would do. What he does know about Britney is that she's highly unlikely to win an HoH to be in a position to do anything to him at all.
What he does know about Dan is that he is utterly ruthless. He should compare and contrast the deal he made with him, to the deal Dan made with Ollie in BB10.
The bottom line for Frank, unpalatable as it is for him, especially because he believes himself so deserving, is that he must win (or be the beneficiary of) the next 2 PoV's or almost certainly go home. No deal with anyone will change that IMO. The deals he has with both Dan and Britney are much of a muchness IMO (both phoney) so, on balance, why keep the stronger player (Dan)?
I suggest Frank's susceptibility to Dan was much more about pride than strategy, Ian duped the otherwise omniscient Frank, therefore he must be punished by proxy; backdooring Britney.
Dan was orchestrating Ian's "betrayal", the fact that he chose to confess only when Frank's rope was finally around his neck should have meant nothing to a true executioner.
