Joe will more then likely be the replacement nominee. If Joe wins the veto and uses it Dan is likely to go up as the replacement.
The only way Joe will go on the block is if Dan wins and uses the Veto. If anyone else wins and uses it, Dan will be nominated.

Are we sure it's OTEV? It seems quite early to use it since in recent years it's been a final 5 veto. Saying that though it can be a competition catered to Grodner's Pet by giving the challenge a steep ramp to climb up to get to OTEV.

Ian wants to split up Frank and Jenn.
If it's Dan v Jenn after the Veto, it will get interesting. Joe would be an almost certain vote against Dan and Frank is already trying to pull Shane to vote that way too.
