No one knows for definite however based off previous releases I would expect the gold master to be released on the same day Apple announce the new phone (rumoured for September 12th) with the final release coming a week or two later, although anyone can install the gold master if they know where to look

Yea it's normally released to the public the day before the new iPhone release (which is rumoured to be September 21st). This is so that the apple servers aren't rammed on the day of the iPhone release.
