It was probably a bigger deal (at least as big a deal) for ITV Studios than it was for Syco - a massive project and finally getting a high profile co-production with a company they hoped might be able to help in international sales. For all Cowell's supposed power, Gary Barlow is still on X Factor and ITV managed to go over 4 years without putting any new shows from Syco on the air (and that was through the peaks of BGT and XF). ITV Studios on the other hand can get just about any guff on the air and ITV plc are desperately trying to push up their output year on year (and they're willing to poach senior execs from Syco to achieve that). 90% chance that the replacement for ROB is an ITVS production to keep their numbers up.
If they wanted to cancel it they would have. But ITV themselves had put too much into it both on the commissioning side and particularly ITV Studios. Throw in Cowell and Ant & Dec and the fact that it was, depressingly, their highest rated new entertainment series in ages and that's why it came back.
Sing if you Can was widely regarded as a flop and is often mentioned in "Keith Lemon" discussions. But a bit like Red or Black, it looks incredibly strong in the context of other entertainment series launched on ITV in the past few years.
