So Peter's reaction to being asked if they could go out for a beer to see if they'd get on before signing over 30% of their business is to sneeringly call the guy 'stupid', rather than point out it's against the show's rules.

It may have been an unusual request (for the TV show, not real life) but Peter pretty much inadvertently answered the question. I'm not surprised they declined the offer.

If he can't have 40% of the business and have 'his people' operate it from a Chinese sweatshop, Touker seems to have some sort of meltdown.
