I saw that situation differently, at the time of the SS, Ian and Jenn knew they did not count as far as Boogie was concerned. Britney and Dan were nice to him, by standards at that time, that meant they talked to him as many others had dismissed him as camera hungry or a dweeb. He went to them with his info about intent to evict Dan as a gift in return for their protection. I suppose it could be called a strategy, I see it as desperation calling for desperate measures, survival skills. Reactive not proactive as in implementing a strategy.
During his many mutterings, he says a lot about needing to win, mentions Dan, the trouble is there is no way of knowing if he is going over past situations or planning. On past performance, he is going over old situations; I have a suspicion his "problem" inhibits his ability to project forward.
