Virgin And The Way They Do Things

Hi,
My mum and dad are on Virgin. After having the same £10 per month rolling sim only contract (200 Mins, 3000 Texts) for the last 3 years they decided to pay an extra £2 for 1200 Mins, Unlimited Texts and 1GB of Internet.

So they phoned up the other night, changed to this new tariff, and because they asked if the contract could start on the 20th Sept (as that is when they are used to having their fresh mins, etc) and Virgin said they were fine with that but in the meantime they will put in a promotional 100 Mins and 100 Texts.

Now it is the 20th and they still haven't had their new allowance. Why is this? Do they have to use their promotional calls and texts first?
