There are only two ways of killing a Nexus7...
1) Subject it to blunt force trauma... like throwing if of the roof of a building... OR...
2) Corrupting the BOOTLOADER partition... which is extremely difficult to do... and requires significant technical knowledge.
A question...
When you plug in the charger, do you see the WHITE ANIMATED BATTERY charging logo... if you do, then your problem is software... if you don't, then you have a hardware problem.
If it's software... try to start the device by booting into FASTBOOT mode.
Here's how...
PRESS both Volume Keys at the same time.. and HOLD... whilst continuing to hold, LONG PRESS the POWERBUTTON for 20 seconds. If your battery has power, your device will boot into FASTBOOT mode. (You will probably require both hands for this.

If this operation is successful, you should see an
Android lying on it's back, and the word START adjacent to the POWERBUTTON.
Press the POWERBUTTON...
Your device should 'start' as normal.
You cannot damage the device using this procedure... it will either work, or it won't.

If it's a HARDWARE problem, related to battery/power, then the most common cause is an accidentally disconnected battery cable. (It's surprisingly a common fault with the Nexus 7).
If you're comfortable with doing so, you can just pop the back of (it unclips, just use you're nails... from the top end of the device; the camera end).. and make sure the battery connector is properly seated.
If your not comfortable with this (and I understand that entirely) and the above FASTBOOT procedure doesn't work... then return it and get a replacement or refund.

Oh... nearly forgot... no app you have installed could have have caused damage... so don't worry about it.
