How do you create an website image like this?

http://www.bbc.co.uk/news/entertainment-arts-20026367

Think the image on this webpage is excellent, whereby there are layered images that move as you scroll down the page, however how would you create such an image and what software would you need?

Like the way the foreground scrolls faster than the background to give a depth effect.

it is clever coding. you might as well ask how do you create a browser like firefox. employ clever people.

I haven't looked in detail, but with HTML and javascript you can do good things. They are not very hard to learn though you won't be able to do all that after a couple of days unless you are very good.

Except creating an effect like that on a webpage is a lot, lot simpler than creating a whole browser
