Good plan.
Couple of suggestions to add.
1. If a correct answer is not acknowledged in 24 hours by the FM who set it, the FM who has answered it may proceed with the next quote. Correctness may be confirmed by any other FM after the 24 hour period.
2. If a FM who has correctly answered a quote fails to post a new one in 5 days, a free kick may be given.
What do you think - wording too convoluted?

Has it ever been an ironclad rule that the correct answer must be acknowledged? Sometimes people are dead certain and we do get a lot of 'if so...'
