I thought so at first, but I had to do a recount after Outside put Amy as his answer.
If I'm right, Rose appeared in 28 stories, and after a quick count, Amy has 29. Mainly because series 6 hadfewer two parters (unless you count AGMGTW/ LKH as one, which most don't.)

I had put The Brigadier as my answer. 1968-1989 on and off, continuously from 1970-1975. Though he only did 23 stories, he has appeared in more episodes than Amy or Rose. I think.
