App/ Program preventing shutdown Windows 8

Recently I've been getting a problem when I try to restart my computer a message comes up telling me that an App is preventing shutdown . It doesn't specify what the App is and I find that the computer more often than not gets stuck in an endless attempt to shut down , is there any way I can find out which App is causing this ?

User the following command in an elevated CMD window:
powercfg -requests

Close all programs and look in Task Manager under Applications to see if anything is still running.

User the following command in an elevated CMD window:
The first time I did it Norton 360 was mentioned in the window , the second time it mentioned windows search .What is the command supposed to do ?

It shows what the machine is waiting for before going into the required state, it can change from bootups as it depends if your AV is doing a scan of a large archive file and wants to finish it before stopping or windows search is indexing your pr0n collection
