Team mates backing a driver into their team mate happens all of the time in all matter of racing categories, it would appear it is only an issue when it is a Ferrari driver that is the one on the receiving end and gets a penalty for crashing does it become an issue.

What has Vettel's penalty for another matter got to do with it?
Many drivers over the years have straight lined a corner, and rarely has a penalty been given for it. They take the line of least resistance to rejoin the track.
If Max had rejoined between t2 and t3 he would have backed up Vettel even more than Vettel claims he did.
The claim he should have done this has only come about because it would mean he would have had to let Vettel pass.

Red Bull initially advised him to, but then later told him not to as it was under investigation.

What has this got to do with anything? I am far from a Verstappen fan but he was defending a position not attempting to overtake. During this defense and made a mistake, and people for some reason expect him to have done something no other driver would have done if they were in the same position.
