Nah.
I think the main reason few other teams took an interest was purely due to the economics of it.
The only team really able to do so was Ferrari, via their Corse Clienti subsiduary, and I'd guess that Mercedes simply decided that it was about time Ferrari stopped being the only player in that particular game.
I guess that RBR were happy to allow Ferrari to do that, for some reason or another, but when Merc' got in on the action they decided to protest.
Seems like, if safety really was the prime concern, all the teams would sort it out between themselves and agree to a tyre-testing rota.
Trouble is, of course, that there are teams like Lotus and ForceIndia who don't want the tyres modifying and there are teams like Ferrari who'd probably prefer to continue to hold the tyre-testing monopoly.
