I haven't seen anything for sure on it but perhaps the downforce teams were running had a big impact at Spa as the performance differences were so marked and afaik the summer break didn't allow teams to do much in the way of development changes. Mercedes did say they'd gone for a compromise set-up in case it was wet so maybe RB went for a low downforce set-up.

Sounds about right and no one ever said just why talks with Raikkonen broke down and Vettel would not want Alonzo as a team mate, too much competition.
