No, you are completely mistaken. They
did show that clip
before Rosemary & David came back. At that point he cannot possibly have known that a meet-up with family members had been one of the rewards on offer. He was (lightheartedly) "commiserating" with both Charlie and Eric merely on their having missed out on the pizza, because as far as he was aware that was the only worthwhile prize that had been available. (That's why he specifically mentioned his heart "bleeding in the form of "pizza"".) And of course Charlie was not yet really upset, because she didn't know the full story yet either. At that point all she was presumably feeling was the mild disappointment of having failed to land the pizza, which is the kind of disappointment Hugo presumably & reasonably felt entitled to comment on light-heartedly.
Later, when he learnt the full story from Rosemary & David, Hugo did commiserate with Charlie on the possibility that she had missed the opportunity of seeing her daughter.
