Depends on your phone.

Most Android handsets will allow 'tethering' - but some networks try to prevent this.

If your phone allows you to create a wifi hotspot then technically you are good to go

From what I understand, Bluetooth tethering is more power efficient than using the phone as a wifi hotspot.

If you've an android phone you can create a mobile internet hotspot and surf away. It's what I do.
