Nor has anyone who's ever said that. A joke is a deliberate subversion of audience expectation, it does not need to be constructed to include a punchline, a physical joke has no lines at all.

He's not mocking or insulting anyone, the target of his jokes are the audience for shaking their heads moralising while stifling a laugh.

Again no one but his critics is attacking anyone. he's making jokes about them.
