Well, that's in part what he said when he had the
"I kill bad guys" conversation in Estes' bedroom. Quinn said something like Carrie was the best CIA agent he'd seen.
I don't think Quinn would have been at the memorial service because... well, he's not mainstream CIA. And I didn't see Galvez there - though he could still be the mole and the mover of the car... and his injuries give him ample reason to not be at the memorial service even if invited.
Presumably there are cameras all over the car parks etc so CCTV may exonerate Brody. Well, at least clear him from being anything other than the guy who left his car parked in "C".
