I don't think they blame the family, the issue is probably that the American people wouldn't accept that Brody's family didn't know, given that they had spent a lot of time together in the public eye and had access to sensitive information, given his role as a Congressman. In real life situations, the wives of terrorists are often dragged into it.

I agree about the Carrie bit. I thought that Saul would get out of the questions saying that no CIA agent was involved with Brody as officially Carrie isn't a CIA agent so he would be telling the truth.
As for Quinn, they decided all six targets were to go together or not at all, in case a remaining target alerted the rest of the group. The other five were locked on to their respective targets but Quinn wasn't. They waited the extra thirty seconds

for Quinn, as he was the one holding them up, and then the others completed the mission.
