That didn't help, but I don't see how there is any way he could have got the job. Although he wasn't the top man, it's been made clear that the Senate enquiry held the CIA old guard for the failure to prevent the bombing on their own doorstep. With public confidence in the agency shattered, as we were told by Lockhart during the enquiry, the last thing a president could do is to appoint a member of that old guard, even if he was the right man for the job. He would have to be seen to be ushering in a new era to rebuild confidence, which requires a new broom. Saul was never in the frame.
Also, surely now the pressure is on Saul to accelerate the Javadi op. The moment Lockhart takes up his role, Saul will face a VERY awkward conversation with a boss who doesn't favour espionage activity about an op centred on an agent who has been publicly declared unstable and a scapegoat.
