Volume isn't linear, and neither is the volume control. It's logarithmic. That's a fancy way of describing how the volume reacts to each incremental turn of the volume knob. Volume commonly doubles on the previous level: 1, 2, 4, 8, 16, 32, 64, 128, 256, 512. If you were to plot this out on a graph then you'd see a ski jump shape; fairly flat at the bottom but then increasing in slope until it goes vertical.
It's totally normal for a home cinema amp to be pretty quiet for almost half of the volume control range.
