There's not one as far as I know, but there's an option at the bottom of the page for a mobile view of the forums which is quite good for phones.

its been bought up many time, I think the issue is that they can't advertise in tapatalk so unless they write a custom app then you are stuck with the mobile web site option

Why? It's far better than the previous one and offers an experience similar to the web interface, just without RTF options.
