Most of the time he is, yes but he also uses that 'cover' to try to get away with being an intimidating bully. Thankfully, he's with many people this time, who just will not tolerate it.
And 'winding up others' for a living is not an attractive trait, IMO he just does that to cover for his own insecurities.
