I have used O2's wap page builder before they are free but im not sure whether or not they allow you to upload wallpapers and ringtones.

They used to allow ringtones but they took it off, I think it was beacuse everyone was sgetting them free and not of o2 them selfs.

I would reccomend tagtag the last rime i used it it had my ringtones on!
