My mate found out that switching off cellular on his new iphone still allows him to make calls , how does that work , are the calls going over wifi hence free or do the still go over the cellular network ?

That option only switches off data communication. Voice calls are still possible.

Switch on Airplane Mode to fully disable the cellular radio.

I suspect that it refers to data only, not voice calls. You can easily prove that by turning off WiFi as well and making a call.

Most phones have such a feature. It just forces the phone to use WiFi for stuff like web browsing so you don't incur any data charges.
