I use Samsung Dive on my S3 and it works fine. I haven't had to use it in a real lost phone situation but the lock the mobile and ring the mobile and track the mobile all work.

Have a look at https://www.cerberusapp.com

There is a free trial of it and is by the far the best out there as it does a lot more than tracking.

Once set up, it can pull text messages, call logs, location (and history) to the web interface. It can also be set to take a picture (if a front facing camera installed) of anyone trying to unlcock the phone incorrectly and then emails you the pic! You can log into the web interface and force the phone to text or call certain numbers, even if the SIM has been changed. The app is (or can be) hidden from the app draw so not obvious to disable/delete.

Also does the usual remote lock, force a message to screen etc

+1 for Cerebus.

You tried ringing the mobile that is switched off? Of course it won't work.

The "lost" phone needs to be at least on to use any tracking app. No matter what app/phone you use.
