Can I use liquid food colouring to colour dessicated coconut blue ?
If I use liquid, with it go all 'clumpy' ?
The same question applies to sugar.

Get a plastic bag, put the desiccated coconut inside and add drops of blue liquid food colouring.

Keep shaking the bag, and add very few drops at a time.

That usually works fine for me. Try not to flood the coconut and it shouldn't turn into clumps.

lol sugar on the other hand, I put a mound of it on waxed paper and mix in the colour one drop at a time.

Are you making sugar cake?! This is starting to sound very Trinidadian to me.

No, I'm going to make Cookie Monster cupcakes
It'll be the first time I've done them, but they look very straightforward.
Probably next week, because I'm skint this week
What's 'Sugar Cake' ?

Looks similar to Coconut Ice.
