Problems downloading programs using iPlayer and iPhone

If I choose to download a program on iPlyer using my iPhone, the program moves to the queue and the download starts.
If I then do something else on the phone, or go outside of the wifi range I notice that the download has stopped.
However, it does start up again once I am in the range of the wifi. I have to delete and start over again.
Why is this happening and does anyone else have the same issue?
I get on the train and the five programs I expected to watch are still in the queue.

Downloading is wifi only, not over 3G according to the app's description in the iTunes store. The article on the BBC Internet blog says they're looking to enable 3G downloads in future.
