It was because of the design of the idents back then, with the
BBC logo positioned at the bottom on its own. This looked perfectly acceptable in England, reading as BBC 1 or 2 (working your way up the screen with the numeral above the logo). However, in the nations, the respective country was added immediately underneath the BBC logo, so it could not naturally be read as BBC 1 Scotland. It was probably overlooked in the original design of the idents. I can't imagine that's how it was intended to be read, simply because it just doesn't make much sense. Of course this was all fixed at the 1997 revamp simply by adding the channel name next to the BBC logo (ONE/TWO - in the case of the former it was essential as there was no longer a 1 numeral on the ident).
