Is it possible to place restrictions on a single user so that when that user is logged in no program downloads/updates or other large data transfers can take place. ie just limit activities to browsing and email.

What I want to do is set up the user for when I have a broadband dongle plugged in so that I can minimize the data usage and hence minimise charges.

Running Vista.

Could it be done via Zone Alarm or similiar ?

Umm I use netlimiter on one of the laptops which is heavily used download wise which impacts everyone else on the LAN.

Just set it up to throttle the connection on it from 70Mb/s to around 10Mb/s. Working good at the moment I think there's only a pay version of it though.
