http://www.e2save.com - generally have some good offers. For example at the moment they have got a Nokia 7600 on 3 talk & text 600 with 12 months line rental at £3.99 via cash back. They also have the Samsung phone, but the offer isn't quite as good.

Other than that most of the mobile networks have 'Online' tariffs that could save you a bit of money.
