Bits of Radio News


1. The highlight of Radio Week 2013 will be the Digital Radio Summit in Geneva, taking place on World Radio Day – Wednesday 13th February. The event, at the European Broadcasting Union headquarters will see speakers from around Europe talk about the latest technology to hundreds of delegates. More.

2. Community radio station Stafford FM has been re-structured after a team of people there set up a new station called XL-FM. Former Signal 1 presenter, Stu Haycock, and a team of former Stafford FM Director’s, including Steve Murphy and Ray Crowther, have made the move to create a new community radio organisation, headed up by Stafford Borough Council Leader, Mike Heenan. 3. DAB+ test transmissions going under the name of “Brighton Experimental” along with seagull noises and chilled out music are now on-air. The service, operated by the Office of Communications appears to be two DAB+ channels from Sussex Heights with a loop of announcements on each one titled BEX6 and BEX7. The streams are at 88.0kBit/s and are thought to be operated by a local Ofcom engineer and are given a subtitle of DABv2 and DABv2KMx. It is thought they will be on-air till February 4th 2013. More.

4. The UK government will make a public announcement about switching off analogue radio transmissions during the fourth quarter of 2013. No date has been confirmed yet but any statement may include a timetable for a switchover to a mainly DAB radio network, although FM transmissions will not end completely. Laurence Harrison, technology and market development director of Digital Radio UK says a switchover for radio could only go ahead once two criteria had been met. These state that local DAB coverage has to be 90 percent and national UK coverage equivalent to FM, while 50 percent of all radio listening would have to over digital platforms. More.

5. Ofcom is inviting applications for community radio licences to operate on medium wave, which gives the band at least another 7 years life. Applicants will be able to apply later this year, which, if the usual Ofcom path is taken, means licences will be given out in early 2014 and stations will have two years to start broadcasting on a five year licence. 6. Ford has announced a new developer program which will allow radio stations gain space on a vehicle’s digital screen via apps. The SYNC© AppLink™ already includes a way to listen to the radio via smartphones, with Pandora, Stitcher smart radio and iHeartRadio on board, but now Ford is opening it up to any station – regardless of whether the station is online, AM, FM, or digital. 7. Radioplayer has had to cancel the opportunity for 30 additional non-Ofcom licensed stations to appear on the platform due to lack of innovative entries. The not-for-profit organisation initially offered 30 slots in June and invited any radio station which doesn’t meet the usual application criteria to submit their stream. But not all the applications received were of good enough quality. More.

T.V. Newsie Bits

1. Japan will start the world’s first 4K TV broadcast in July 2014, two years earlier than originally planned. According to the Asahi Times, the Japanese ministry of Internal Affairs and Communications has decided to start broadcasting in 4k during the finals of the football World Cup in Brazil in July 2014. The first broadcasts will be transmitted via the country’s communication satellites rather than via the direct broadcast satellites. However, usage of BS satellites is planned at a later stage. More.

2. Satellite operator Eutelsat launched Europe's first Ultra High Definition (UHD) television channel on 8 January, broadcasting 4k, eight million pixel pictures. No formal decision has been taken on audio formats but the company is considering 5.1, 10.2, 22.2 and object-based surround systems. The Eutelsat service is intended to help production companies, pay-TV channels, rights owners and set manufacturers get experience in the emerging 4k technology, which was a major feature of the recent CES (Consumer Electronics Show) in Las Vegas. During the exhibition several manufacturers introduced 4k screens, while DTS announced a UHD audio system. More.

3. The BBC’s Natural History Unit is filming its next blockbuster wildlife series Survival in 4K Ultra HD. The broadcaster’s Bristol-based Nature unit announced the news at a private screening of the first 4K footage shot for the series. The BBC, along with Japanese public broadcaster NHK, are big proponents of the new Ultra HD (4K) standard. At the moment, there are no regular 4K broadcasts, but the Japanese government said it will start as early as July 2014 with satellite transmissions in the new standard. In Europe, satellite operators SES Astra and Eutelsat have both said they are launching 4K transmissions. More.

4. Ofcom has awarded the licence to operate the new local TV multiplex on DTT to Comux, a cooperative not-for-profit organisation managed by Canis Media. Comux will be responsible for building and maintaining the technical infrastructure required to broadcast the 19 local TV services currently being licensed by Ofcom. Conux is required to cover all of the initial 19 local TV locations but also proposed to cover up to 28 further locations including Aberdeen, Cambridge and Middlesbrough. Ofcom will now seek expressions of interest from potential operators in these additional locations. More.

5. Culture minister Ed Vaizey has told the Oxford Media Convention that Sky should reduce the amount of money charged in carriage fees to public service broadcasters. Vaizey said Sky needed to cut the fees paid by the BBC, ITV, Channel 4 and Channel 5, hinting that regulation might be brought in should a settlement not be reached. More.

6. Sky will report Q2 results before the UK stock market opens on 31st January. But on January 28th its share-price hit a 52-week ‘high’ (at 804.5p) helped by some very positive sentiment from investment bankers Morgan Stanley. The bank says there’s plenty of headroom for growth, and suggests that even as high as 827p per share Sky would be trading at a 20 per cent discount to its cable rivals (“whom it increasingly resembles”). Highlight from the report is that the bank says it cannot rule out a fresh bid for Sky from News Corp. The bank says that Sky and News Corp were last year declared “fit and proper” despite the tarnished problems surround Rupert Murdoch’s News of the World ‘hacking’ problems. “Media plurality issues had a solution last time around (the divestment of Sky News) and the split of News helps (the Sky stake will be held in the new Fox Group). News last bid 700p per share but was widely expected to raise its offer to 800p before the bid was blocked. We feel that a bid by News for Sky might still be politically inexpedient in 2013 but by 2014 might yet become an acceptable proposition again.” More.

7. ITV has purchased its headquarters and studios on London's South Bank for £56m. The broadcaster has purchased the 2.5-acre site from retail letting firm Coal Pension Properties, ITV announced last Monday. ITV will pay £56m to buy out the 56-year lease, plus a further £6.5m if there is substantial redevelopment of the site in the next 10 years. The broadcaster said in a stock market announcement that the purchase would give it flexibility in its property strategy as it continues to "transform and rebalance" the company. More.

8. The independence of Welsh language broadcaster S4C has been safeguarded under a new agreement with the BBC. The 20-page Operating Agreement document sets out the boundaries for its relationship with the BBC, which will fund the Cardiff-based broadcaster out of the licence fee from April. The deal has been finalised following a public consultation and guarantees S4C’s editorial, managerial and operational independence until 2017. It also outlines how S4C will be accountable to the BBC Trust for its management of licence fee funds. The broadcaster will receive £76.3m under the first year of the deal, an amount that will steadily decrease up to 2016/17, when it will be handed £74.5m of licence fee cash. More.

9. Sky’s new Irish base has been officially opened by Taoiseach Enda Kenny. The new operations centre at Burlington Plaza is part of a commitment by Sky to invest in its Irish business. The new facility will include the 800 staff currently being recruited for its customer contact centre. More.

10. The DTG has established an industry group to ensure that improvements in spectrum efficiency get brought into use quickly and effectively. To ensure the efficient use of spectrum, intensive spectrum sharing needs to take place, using advanced technologies such as Dynamic Spectrum Access to avoid disruption of existing services. The UK Programme Group for Dynamic Spectrum Access (DSA) will facilitate discussion and information sharing on DSA as the TV white space regulatory framework develops. The Group will also offer assistance to Ofcom and Government in their task of providing an appropriate regulatory framework. More.

11. The UK’s Culture Minister, Ed Vaizey, speaking at the Oxford Media Convention, said that Sky should stop charging the UK’s public broadcasters for access to Sky’s viewers. Sky charges the BBC, commercial broadcaster ITV, and Channel’s 4 and Five, a ‘technical fee’ for access to its set-top boxes, and use of Red Button interactive technology. The contracts are said to be worth about £7 million a year to Sky. The agreement has been in place since 1998 when Sky launched its digital TV services. More.

12. In a survey of streetlife.com’s 40,000 London users, about 9 out of 10 are proud to live in London and want a dedicated London TV station. This was one of the findings by a survey this month for the Channel 6 Consortium which is bidding for the London TV franchise due to be awarded next month. More.

13. A report from international market research and consulting firm NSR – Ultra-HD via Satellite – finds, over the long term, Ultra-HD channels represent a respectable, but niche opportunity for satellite companies. This nascent market is expected to start at a low base in 2015 with just 15 channels being demanded by the global cable TV, IPTV and DTH industries combined. The global satellite Ultra-HD market is expected to reach $412 million in 2025 from an $8.2 million revenue base in 2015. NSR says that with ROI metrics being volatile in the early part of the market cycle, the expectedly small niche that Ultra-HD is likely to serve lends to the pay TV industry’s slow adoption of this new video format. One of the major market restraints is the level of risk taking by service providers, which is key to ecosystem development. TV manufacturers are one of the first to ante up as Ultra-HD TV sets from major manufacturers such as Sony, LG and Samsung are being unveiled. Content including movies and sporting events, as well as cameras to shoot Ultra-HD, are already available. More.

14. Wenvoe transmitter retune require on 23rd January 2013 for Arqiva B multiplex To allow for the launch in 2013 of 4G mobile broadband, changes are being made to some digital TV transmitters. Viewers in South Wales will have to retune after 6am on 23rd January 2013 to continue to receive certain Freeview TV and radio channels. More.

15. Sky is launching a paid for extension to its Sky Go service, allowing subscribers to download content for later and extending the number of devices that can access Sky Go from 2 to 4. Launching today Sky Go Extra is priced at £5 per month. It means that customers can download premium content to their smartphone, tablet, laptop or MacBook via Wi-Fi for later viewing. More.

16. Manchester United has bought out the third stake in its MUTV channel previously owned by Sky. In a statement, the club described the move as a strategic acquisition, which was a part of its long-term digital media plans. MUTV was founded in 1998 as a three-way joint venture with ITV and Sky as equal partners. Since then the club says MUTV has developed considerable in-house expertise. The ITV stake was bought out in November 2007. More.

17. LoveFilm has signed a new agreement with broadcaster Channel 4 that will put the broadcaster’s archive content onto the streaming service. The new content will be collated in a specially-branded 4oD collection that will expand over time to feature many more popular Channel 4 shows including seven series of Shameless and every episode of The IT Crowd. 18. Two YouTube channels operated by BBC Worldwide have been ruled as being outside the scope of UK regulation. It follows appeals made to Ofcom over the BBC Food and BBC Top Gear channels. ATVOD, the co-regulator of video on demand services had ruled determinations in May 2011 that BBC Worldwide was providing on-demand programme services on its YouTube channels. More.

• LED and LCD TV manufacturer Westinghouse Digital is introducing a range of next-generation U-HDTVs (Ultra High Definition) including a 110 inch model at the upcoming home electronics exhibition CES 2013 in Las Vegas 8th -11th January. Westinghouse says the new models will combine the best of what’s achievable in today’s most cutting-edge display technologies, with Westinghouse’s value and performance, and will set a new standard for accessible high-end functionality in home theatre reproduction. • Samsung spent plenty of time talking about its huge new 4K Ultra HD S9 line of televisions at a pre-CES press conference on Monday, but there was still at least one surprise left for show-goers on Tuesday. At Samsung's booth on the CES 2013 convention floor the company showed off the first-ever curved OLED TV. The 55-inch display is noticeably concave when viewed from the front, and even more noticeably bent from a side view. More.

• Samsung unveiled some extremely impressive new Ultra HD televisions at CES 2013 on Monday, but if you were hoping to get a 110-inch 4K set in your living room this year - or ever - you're probably going to be disappointed. Samsung was vague about release date and pricing for the S9 line of ultra hi-def TVs on Monday, but on Tuesday the company's representatives on the floor at CES were slightly more forthcoming. CRIT is the Turin-based research centre run by Italy’s public service broadcaster Rai (one of the few in the world with this type of in-house facility). Director Alberto Morello gave us an insight on the facility’s work on an issue attracting increasing attention on behalf of the general public and mass media – the future of 3DTV and the possibility of domestic no-glasses viewing of 3D content, announced by some as being just around the corner. Broadcasters have further work to complete on Ultra High Definition Television before it can enter the broadcast mainstream, according to the EBU’s head of media fundamentals & production. Speaking at the SMPTE Annual Technical Conference in Hollywood Hans Hoffmann said the interfaces needed for programme production and for connections in domestic equipment both needed attention. The new family of compression technologies, HEVC will be published shortly, but much testing remains to be done. More.

Acclaimed movie director James Cameron admitted he was amazed by the quality of 3D-TV displayed at IBC. Speaking at a demo on the Dolby booth of the Dolby/Philips 3D joint-venture (which uses Dutch company Dimenco’s technology), he said “There is room for improvement but this already good enough for the consumer market, you guys are the first to blow out the door”. Researchers in South Korea have developed new technology that could enable 3D television and cinema to be viewed without glasses. The team, from Seoul National University, created a slatted barrier that is placed on the screen itself and creates the illusion of depth in the viewer’s perception. Previous attempts at making glasses-free 3D TV have made use of a similar technology, but they required the screen to be viewed from a certain angle. More.

i know it says

but technically possibly a little misleading, as BBC2 nations in SD will remain until at at least 2014/15.

so in Scotland for example, 102 will remains "as is" as BBC2 Scotland, and 169 will be BBC2 HD (uk network version).

BBC1 HD is still on EPG no.141 in the ROI.

Sky pay for it to be included in the EPG. Of course, if it wasn't in the EPG there would be nothing to stop the channels being added manually, or other FTA boxes used.

BBC Worldwide (the commercial arm of the BBC) 'sells' the channels to Sky to make available in the Irish Republic.

The BBC UK channels are also widely available on cable in the Netherlands on the same basis, with cable operators paying BBC Worldwide to carry the channels.

funny isn't it. for a country that has the history of breaking away from UK (as it was) and the hostility for many years, the irish still seem to leech as much as they can from the UK.

however, it's not ALL itv, c4, or c5 channels.

You do need to have a Irish TV Licence, even if you only watch the BBC.

Yes, we do indeed have to pay for an Irish TV licence, and the vast majority of people pay for the BBC services through either their Sky subscriptions or their UPC subscriptions.

Both UTV and Channel 4 are available here as well because they sell advertising in the Reublic of Ireland.
