Samsung Note/S3 Media Mute?!

Ok let me see if I can explain this. I want to be able to click the mute or vibrate button and it MUTE the entire phone. At present, when I put the phone on vibrate mode, the media volume is still up.

Example being at work today. I used a sat nav on the phone. Put the phone on vibrate mode and then whilst at work, thinking everything would be silent and vibrate, my phone in my pocket blurts out "GPS signal lost".

It seems that the media volume acts separately to other sounds on the device. Why can't silent mode mean exactly that - silence everything?!

Am I going mad here?
