15.6" are so common that it's more likely to get a good deal than a sub-13" model.
Tesco on Ebay do some good deals. |

browsing/emails/catchup tv and movies. i have my movies backed up as iso so a dvd drive is not important on this device. whatever i get, though it must be capable of running vlc player

Cant go wrong with the likes of the the a HP DM1 or the Acer 725.
