Using Moffat as a shining example, the way you write an episode and the way you run the show are very different roles. Opinion on Moffat has been a lot more mixed than it was in terms of his indie-stories from the RTD era. I think the guy has done a brilliant job with both to be honest.
Gatiss offered the brilliant The Unquiet Dead, and I personally feel that The Idiot's Lantern and Night Terrors aren't that bad either. Victory of the Daleks is his only real weak link, and even then that was more of a production issue than a writing one. He does have a unique style and one that I feel could work in a show runner position.
That being said, I think I'd rather see Whithouse take up the role. I've personally enjoyed all of his episodes to date, even if none of them stand out as the cream of the crop. He's written such a diverse variety of stories as well. I like his approach to characters, the slightly darker undertone he brings to even the most innocent protagonist. I think if he had the reigns he would offer something quite special... I've not watched it but Being Human has been a major success for him.
