I dont think he has the "likability" factor for people to pick up the phone for him to win i maybe wrong though.....
If people keep voting for her, she can win. She is definitely a much better technical skater than Matt; that is why Robin giving him a 10 but her a 9 is ludicrous, as he is supposed to have the eye for technical skating ability.
