When did Chesney pass his driving test?

I'm sure there was nothing mentioned about it. He could all of a sudden just drive.

In soapland they just get into a car and drive..remember David and his driving with a caravan he was towing back to Weatherfield lol

More to the point, why does he need a huge transit van when his job involved selling dog collars on a market stall?
