Chilli question

I am just about to make a chilli and I have no bloody chilli powder.

Will chilli flakes do the trick?

I have everything else I need? Cumin, Cayenne pepper, fresh chilli etc...

Should be ok - I often use fresh chillis in my chilli con carne. The seeds are the hot bit, might be an idea to crush them up to spread the heat out if you're worried about biting into the seeds.

Just go easy on the flakes, the longer they cook the more they get hydrated and release the heat, I would use about half a teaspoon for two people. You can of course add more.

Alternatively, put some flakes in a bowl and pour over just boiled water, you can then test the heat and use the water too.

cayenne pepper is a chili powder
Cayenne is a powdered chilli but is different to a chilli powder.

Chilli powder usually has other ingredients
Chilli Powder (81%) , Cumin Seeds (7.0%) , Salt , Garlic Powder (4.0%) , Oregano , Natural Flavouring
But since you are already using extra spices in your dish then you should be fine with just adding flakes, cayenne or hot sauce for heat.

Do you have any Tabasco Sauce, or anything similar like Louisiana Hot Sauce, lying around?
