That's a fair point, but this isn't just being said by erudiate pundits used to political doublespeak, it's being said by regular callers who mean it on face-value. They mean it,

Yes, this goes back to how individuals fared under Thatcher. Many that did very well indeed seem blind (or wilfully ignorant) to the idea that other's fared very badly. Compare to those that did badly under Thatcher knowing just how well others did her under government.
