1. Ofcom has granted permission for Digital One Ltd to extend its national radio multiplex, currently serving England, Scotland and Wales, to Northern Ireland. It comes after a consultation on the matter which 18 people replied, all of which apart from one were supportive of Digital One’s request. More

2. The new owner of Classic Rock and Metal Hammer magazines will launch a national digital station in May. Team Rock takes its name from the new venture headed by former GMG Radio chief executive John Myers, which announced the £10.2m purchase of the two Future titles on Tuesday. The station, which will broadcast on the national digital audio broadcasting (DAB) platform, Digital One, will not carry any spot advertising, making its money from promotions and sponsorship. Team Rock is also likely to be a candidate to buy another rock station, Real XS, in Manchester and Scotland if it is sold by Global Radio as part of its efforts to appease the Competition Commission over its purchase of GMG Radio. 3. At the Northampton Saints Rugby Ground, Ed Vaizey MP, Minister for Culture, Communications and the Creative Industries, switched on local DAB. Three new local DAB digital radio transmitters for Northamptonshire were powered up by Northampton Saints rugby legend Paul “Digger” Diggin. Full Details

4. A community radio station in Barrhead has been awarded awarded £500 by the BT People Awards scheme to help with running costs. The award was applied for on behalf of Pulse 98.4 by former Clyde 1 DJ John Laurie, who now works as emergency operator at BT’s 999 centre in Glasgow. Full Details

5. Clive Dickens has spoken out about the future of radio in the UK, citing digital radio as the game changer for commercial radio. Austereo’s new Director of Digital and Innovation encourages the UK industry to embrace digital, pointing out the major change in use of spectrum from FM, where the BBC dominates, to DAB where commercial radio owns most of the space. Clive suggests the BBC’s majority listenership may be down to the corporation’s majority spectrum space. “The BBC has 70% of analogue spectrum and they get 60% of audience,” he says. “We have spent so many years arguing about digital but if we get this right over the next 10 years, it could be the game changer for commercial radio. 6. Switchdigital Scotland is investing in the future of DAB in Scotland by asking for broadcasters to join them on their multiplex. New slots will become available from July and Switchdigital invites commercial radio broadcasters, community radio stations, student radio and even online services to get in touch with them. Full DetailsCommunity station 99.8FM KCC Live has teamed up with Knowsley Community College to deliver a free, nationally recognised qualification in radio. Set to launch in September 2013, this BTEC Level 3 Diploma in Creative Media Production (Radio) will offer a unique opportunity in gaining the essential skills required for a career in radio and a qualification equivalent to A Levels that will get you ready for a place on a University course. The course mixes theory elements with much needed practical hands-on experience delivery, and project work from 99.8FM KCC Live, a professional Sony Academy recognised model for community radio with young people in Merseyside that has over 50,000 listeners every week. 7. Kiss owner Bauer Media has said it will review the current transmission of Kiss on local DAB multiplexes as it launches on Digital One. The London-based station has been ‘testing’ on Digital One since 27th December and has just been confirmed as permanent. The station stays the channels it uses on local multiplexes will be reviewed, with RadioToday sources suggesting these will be given up over time in favour of one national feed on D1. More.

8. Digital radio and the possible move away from FM transmission have been pushed back up the broadcasting agenda after the EBU issued a new Technical Recommendation to boost the roll-out of services. This comes at the same time the UK government is gauging how people will react to life without analogue radio. Recommendation R138 has been approved by the EBU Technical Committee and was announced at last week's Digital Radio Summit in Geneva. R138 is the first full agreement from members of the Union concerning the distribution of digital radio, which is surprising considering the Eureka 147 project that formulised Digital Audio Broadcasting (DAB) began in the late 1980s. 9. The UK government will make a public announcement about switching off analogue radio transmissions during the fourth quarter of 2013. No date has been confirmed yet but any statement may include a timetable for a switchover to a mainly DAB radio network, although FM transmissions will not end completely. Laurence Harrison, technology and market development director of Digital Radio UK says a switchover for radio could only go ahead once two criteria had been met. These state that local DAB coverage has to be 90 percent and national UK coverage equivalent to FM, while 50 percent of all radio listening would have to over digital platforms. More.

1. Freeview viewers in parts of Scotland will need to retune their TV equipment on 17th April as local airwaves are cleared for the roll-out of 4G mobile broadband. Changes to transmitters serving parts of Angus, Dundee, Perth and Fife, the south west Highlands and Islands and viewers in the Scottish Borders will free up frequencies for the future introduction of 4G. Around 300,000 homes will be affected. Full Details

2. To allow for the launch later this year of 4G mobile broadband, changes are being made to some digital TV transmitters. Many viewers in the North West of England (as well as parts of Yorkshire and the Midlands) will have to retune after 6am on 10th April 2013 to continue to receive certain Freeview TV and radio channels. More also Freeview viewers in Caithness will need to retune their TV equipment on 24 April as local airwaves are cleared for the roll-out of 4G mobile broadband. Technical changes at the Rumster Forest transmitter group, affecting around 22,000 homes, will free up frequencies for the future introduction of 4G mobile services. Between now and the end of 2013, similar upgrades will be made in other areas of the UK to prepare for 4G. Caithness Details At800 is running a test to help understand the extent to which 4G may disrupt Freeview is being run in south east London. at800 is asking viewers in the area to report problems with television reception from Monday 15th April. 3. Dolby Laboratories and Royal Philips Electronics in association with CAMERON | PACE Group (CPG) announced at NAB in Las Vegas that they have signed an agreement to integrate the Dolby 3D format into CPG’s 3D video content production workflow and to collaborate on the use of the Dolby 3D format. All parties believe that glasses-free 3D presentation in the home can be improved by delivering premium-quality autostereoscopic 3D content using the Dolby 3D format. Dolby is showcasing CPG’s 3D content in its NAB Show booth as part of its demonstration of Dolby 3D technology from post-production through distribution to playback. More

The 4K logo was being showcased prominently at this week’s MIPTV programming market in Cannes, where there were three dedicated sessions devoted to encouraging 4K production for TV, and sponsored in part by Sony. SES played an active part in the ‘broadcasters’ panel with Norbert Hoelzle (CCO) speaking alongside the BBC’s Mike Gunton (head of the BBC’s Natural History Unit) and Gary Davey, head of programming from Sky Deutschland. But there’s more. On April 18-19 SES is inviting some 200 manufacturers, industry participants and 4K players from around the globe to a 4KHD ‘workshop’ at the Luxembourg Chamber of Commerce, and close to its headquarters, as part of its ‘Industry Day’ for Ultra-HDTV, hybrid-TV and other technology advances. Designed to avoid prohibitively expensive broadcast costs that inhibit the growth of niche music television channels, the new generation server can deliver a highest quality 1080p television signal (in an 8Mb or 10Mb feed) into any telecoms, cable or traditional television system without the need for satellite or streaming.     6. Reinforcing comments made by fellow senior executives at BSkyB as to the broadcaster’s commitment to content production, Sophie Turner Laing, Sky’s Managing Director of Content, has suggested that high-end drama will drive the next stage of its growth. Delivering a MIPTV ‘Media Mastermind’ keynote speech, she told delegates that “you can give viewers all the technology you want, but unless you back that up with high quality content that people want to watch, you are never going to drive usage.” More

    7. The BBC has told London’s ‘Future TV’ summit that viewers are less and less enthusiastic about watching programming in 3D. The BBC’s technology guru Andy Quested, said the BBC had been an excited supporter of 3D broadcasting but that each time a new 3D show was televised, the audience ‘spike’ got lower. Quested’s comments come at the end of a two-year test of 3D at the BBC and include top-rated output such as the BBC’s flagship Strictly Come Dancing, natural history blockbuster Walking with Dinosaurs and comedy show Mr Stink, as well as last year’s London Olympic Games which transmitted dozens of events in 3D. The news is all the more disappointing given that the potential audience for 3D in the UK has expanded considerably, to around 1.5 million homes, over the past two years. More

    8. Geo UK has confirmed to BizAsia that it will be replacing its music channel Aag with new news channel Geo Tez next week. Aag TV content and branding will be removed completely to make way for Geo Tez. Details of the news channel are being kept underwraps, however it will be the network’s first free channel in the UK market. Flagship channel Geo Entertainment and Geo News will continue broadcasting as premium properties. Geo Tez has been testing in Pakistan over the past year and is now officially ready for launch, starting on Monday. Full Details

    9. SPI International is launching its new FilmBox Arthouse movie channel on several DTH platforms in Europe and the US this Summer. FilmBox Arthouse will be the first worldwide movie channel featuring auteur and independent films from all over the globe. With its worldwide distribution profile, FilmBox Arthouse will be available for DTH platforms, cable, IPTV, mobile, Smart TV/Connected TV with related VOD rights. More

Just in case you missed it ... here are a few select sections from Ofcom Annual plan 2013/14 that refer to free-to-air TV in the UK: In the light of the conclusions of our UHF strategy work we will prioritise the release of the 600 MHz band for interim use by additional DTT multiplexes, PMSE services and applications based on white space device technology. To enable this we will progress the award of one or more DTT multiplexes (using DVB-T2 and MPEG-4 standards) in the 600 MHz band. Given that this spectrum could be needed to facilitate 700 MHz release as early as 2018, and hence the window for interim use may be relatively limited, we will be looking to award the spectrum as soon as practicable. We also intend to conduct further work on the precise arrangements for the coexistence of PMSE equipment and WSDs in the 600 MHz band. Full Details

    11. The House of Lords has called on Ofcom to ensure sufficient spectrum is available to support a sustainable DTT platform before it moves to Administered Incentivised Pricing (AIP). In its latest report on media convergence the Select Committee on Communications says the regulator should further consider the risks and benefits involved with AIP, which is slated to be introduced for DTT in 2020.     13. The UK DTT platform Freeview has recorded the highest ever number of households receiving the service on the main TV set. Over 11 million households have Freeview on the main screen with 20 million – 76% of UK television homes – watching Freeview on either the primary or secondary set. Ilse Howling, managing director of Freeview, said: “The last 12 months have been a landmark year for Freeview. For the first time, the whole of the UK was able to receive Freeview and Freeview HD following the completion of digital switchover. “We’re delighted that people continue to choose Freeview as the main source of television and we believe our offer, giving people access to over 95% of the most watched TV programmes in the UK, is a strong alternative to pay TV.” Full Details

    14. Discovery Networks International will launch TLC in the UK and Ireland on Tuesday 30th April 2013. TLC, already the world's biggest female entertainment channel, will be exclusively premiering hit shows from the US, alongside a host of original UK series featuring well-known stars. Barely has the dust settled on the first round of local TV licences than media regulator Ofcom has set a deadline on 24th April for expressions of interest for the next phrase of small-scale services. Following the award of 19 local TV licences in phase one, the regulator has asked for expressions of interest for 30 new locations from Aberdeen to Barnstaple, including Stratford-upon-Avon, Middlesbrough and York. The areas comprise 28 proposed towns suggested by Comux, the multiplex operator, as well as further appeals for interest in Swansea and Plymouth which did not attract bids in the previous round.     CRIT is the Turin-based research centre run by Italy’s public service broadcaster Rai (one of the few in the world with this type of in-house facility). Director Alberto Morello gave us an insight on the facility’s work on an issue attracting increasing attention on behalf of the general public and mass media – the future of 3DTV and the possibility of domestic no-glasses viewing of 3D content, announced by some as being just around the corner.     Broadcasters have further work to complete on Ultra High Definition Television before it can enter the broadcast mainstream, according to the EBU’s head of media fundamentals & production. Speaking at the SMPTE Annual Technical Conference in Hollywood Hans Hoffmann said the interfaces needed for programme production and for connections in domestic equipment both needed attention. The new family of compression technologies, HEVC will be published shortly, but much testing remains to be done. More.

    Acclaimed movie director James Cameron admitted he was amazed by the quality of 3D-TV displayed at IBC. Speaking at a demo on the Dolby booth of the Dolby/Philips 3D joint-venture (which uses Dutch company Dimenco’s technology), he said “There is room for improvement but this already good enough for the consumer market, you guys are the first to blow out the door”.     Researchers in South Korea have developed new technology that could enable 3D television and cinema to be viewed without glasses. The team, from Seoul National University, created a slatted barrier that is placed on the screen itself and creates the illusion of depth in the viewer’s perception. Previous attempts at making glasses-free 3D TV have made use of a similar technology, but they required the screen to be viewed from a certain angle. More.

    EPG data now confirms which is which - ie whether it is BT Sport 1 or 2 but NOT whether it is commercial or RIO etc.

    Testing already? I thought the BT Sport channels werent launching until the summer?

    If it's not already been posted, I had an email from Sky confirming that Chelsea TV is on a two week freeview period, as I mentioned in last weeks thread.

    Like what I said in News Week #14, BT needs to test before going Live

    Hopefully there will be tests for Film4 HD soon, as I have been waiting a long time for this to happen

    I think you will find thats for selected customers, I cant get it free, already tried and reported that on another thread

    So Real Time & Real Time+1 must be being replaced with TLC & TLC+1, which will launch into the Entertainment genre.

    This should mean Discovery Max+1 & Discovery Max+2 moving down the EPG.

    That is correct. Not sure why I put them the wrong way round.

    BTW the SD versions now have "BT Sport is coming soon" for the title now on both so you would not necessarily know which is which.

    Luckily I have now clarified that.

    3892 on 10.921 H now has EPG data starting at 0600 on 15 April, with Oprah related content to start. I assume this therefore IS to be TLC?

    If so, this is the HD version of it.

    Does anybody have any idea what 8900 is on the 11.023H BBC transponder? It appears to be a third encrypted HD stream.

    I would agree,given that the similar offer on Man U tv about a month ago was also selected customers. The difference here is that this time I got the email,whereas when Man U was free I didn't get the email but still had access.

    Could this be Channel 5 HD?

    Maybe they are renting BBC transponder space again as a way of getting Channel 5 HD on Freesat? Why else would there be an encrypted service on there?

    use to have Chelsea TV but it doesn't really show content worth £6 per month
