She says that they keep asking her to do things but so far she has said no.

Did RTD ask her back for The End of Time I wonder or has she been asked more recently?

She's done a load of Big Finish plays as Romana.

I wouldn't be at all surprised if she'd been asked back for the Gallifrey scenes in David Tennant's finale.

If she turned them down, they could've just recast? Romana is a Time Lady. In fact, she did regenerate in the novels, so Lalla reappearing as her would render three novels out of continuity (as happened to Shalka).

I would kind of like it if Romana III became canon. I like the idea of her regenerating to prepare for the Time War, and as a result becoming corrupt like every other Time Lord that gains power.

Seriously, Time Lords become serious dicks when they get power.

In the 2006 Doctor Who Annual, RTD writes of the Time War, "it's said that under the Act of Master Restitution, President Romana opened a peace treaty with the Daleks"
