Gallifreyans are sterile because of a curse, Rassilon invents "looms" that produce fully-grown adults to ensure the species survives. The mysterious third founder of Time Lord society, "the Other," throws himself into the looms, gets re-incarnated as the Doctor, and Susan calls him "grandfather" because she somehow turns out to be the Other's biological grand-daughter.
