Are you selling items or is it just sharing information? Will you need a forum etc?

No just sharing information won't need a forum or poll. Just a really basic one to get me started and learn language, also which one, css, html etc

In your position I would start with an online template web service, get a basic site together, then pick apart the code to learn what each bit does.

first you'll need to learn html - that's your basic content

then to make it look pretty you need to style it so you need css

then if you want to go further with some actual scripting javascript and take a look at jquery

next in line, php

that should keep you going for the next few years

on the bright side, you don't need anything more than a text editor and basic photo editor to get you started
and of course somewhere to host it
all of which you can get for free

Before hitting a key have a think of how you want it to look, pen and paper are great for being able to have a style in mind plus you can make notes like font names, colours etc which when you come back to it 6 months later you don't have to spend 30 mins searching for the info

It's a cheaper option though. How often do you see free PHP hosting versus free ASPX hosting? As long as PHP remains the cheaper option, it won't be going away... no matter how unpleasant, old and antiquated it is.
