I had an idea, it's a bit loose and probably far-fetched but...
What if she has something to do with Bad Wolf, as in not being related to Rose or anyone but been placed throughout time in order to lead the Doctor to something. Maybe in that instance when life, death and time were in Rose's/the Bad Wolf's/Time Vortex 's hands she created the Clara's.
There was another thread on here about the theme of the colour red with Clara - red bag, umbrella, dress, laptop and the Crimson Horror. = Rose association Or truely red herrings.
As I said probably not the solution but thought I'd put it out there and see what people think
