Its off by default but check settings. ...more settings and then mobile networks. Alternatively or as well, stick it in flight mode. If u get wifi at destination then leave in flight mode but turn wifi on.
YoU happen to be on O2 then have a look at the TUGO app |

To be honest you shouldn't need to turn roaming "off" because you are only going to be charged roaming rates IF you make or recieve calls or use data when abroad, receiving text messages is free of charge as you don't have no control over this.
You can just keep your phone in flight mode if you don't want any incoming calls, but if you do answer then this is much cheaper than making the call yourself. Just make sure DATA roaming is set to OFF on your phone (usually it is by default, but something you need to check) If you are a pay as you go customer, roaming is almost always switched on by default as you top-up before you roam. If your a pay monthly customer then roaming is switched off by default from your network, usually and you need to either call customer services to get this activated or you can sometimes activate/deactivate roaming on your provider's website by logging into your account. |

I've recently been in Spain with my Samsung S3 mini. I am on Vodafone so could use my contract allowance for £3 per day which I only did for two days of my holiday. The rest of the time i was in airplane mode with wifi. It's not quite true to say that you won't accidentally use data if turned on as the weather app relies on a data connection. I doiwnloaded WhatsApp before i went and used that on wifi instead of texting.
