This is an interesting PocketNow video, it shows how AT&T prepares to restore their mobile network in the event of localised events like Tornadoes, bombings or Terrorist attacks. It also shows their satellite HSPA trucks.

The UK has a similar team but the last time I checked its tied in with the government and its pooled between the Networks.

Saying that we're just a wee island comparable to the size of Texas! (Square miles)

It could only be in America lol.
That's preparations for once in a lifetime, worst case scenario, loss of landline and mobile services due to an exchange or switching centre being completely lost.
The reference to an 'office' is what we here call the exchange, there have been a few thefts and fires in uk exchanges in recent years all of which have been fairly quickly resolved.

I would imagine that's the case in the uk, that level of back up probably wouldn't be commercially viable for one company to have.

The USA is more prone to natural weather disasters, so it probably gets called on more there, as others have said it is a big enough country to do it as well.

I know networks in the UK have what they call COWs - Cell on wheels, which they can deploy to events, festivals, disasters etc.

I know for a fact that O2 has at least a bunch of them and use them for big events.
