NOT FACT. He started to regenerate. He only used a portion of the regeneration energy.

NOT FACT. He made it clear he only used part of the energy, he was not affected by a full regeneration. The rest of his body did not change. There is nothing to suggest that any aspect of his body or personality changed one iota. Therefore, any assignment of a new incarnation is ihe mind of the author and not supported by any official source.

He played two versions of the Doctor. No other version has been alluded to.
The fact is that no-one knows how the redirection of regeneration energy 'counts' in the biology of Time Lords, let alone whether it 'counts' towards any limit of regeneration.
If your chronology holds true, then Matt Smith is currently the 14th Doctor, not the 13th. In 'The Angels Take Manhattan', the Doctor burn regeneration energy in order to heal River Song. If triggering this is enough to call him a new incarnation, then he's the 14th.
