We only saw a sentence or two of his speech, which presumably went on for a good long time, which focused on the most pertinent bit for Neil's long term edit. It's impossible to tell either way how good it was and people expanding out a critique of the whole thing are basically doing fan-fic based on how much they like him generally.

It seems to me like the speech was the culmination of a day long charm offensive from Neil. Unlike the Evolve delegates who were passed from pillar to post, the Endeavour delegates spent most of the day (outside of the diversion caused by the rain) with Neil (and to a lesser extent Myles) whilst Alex flapped around as comic relief. The speech was just the culmination of a whole day's worth of effort love-bombing them.

For whatever reason, his efforts seem to have paid off. The part of the day that got critiqued was the only part of the day that didn't involve him.
